Fairfield council approves waterline task order, Comcast impact-fee agreement and names town attorney

The Fairfield Town Council voted Wednesday to approve several town business items, including an engineering task order for the North Waterline Extension, a water impact-fee agreement tied to a Comcast property and the appointment of Hayes Godfrey & Bill PC as the town attorney.
Council members approved task order 25-03 with Bowman Collins to advance design work on the North Waterline Extension; the council discussion noted including a pre-bid or pre-construction meeting so bidders could visit the site. Council members approved the task order by voice vote.
The council also approved a water impact-fee agreement and notice of restriction recorded against a Comcast property that, as written in the agreement, documents that the parcel currently has “0 gallons” of water entitlement and requires additional water if future development increases demand. During council discussion the applicant asked about landscaping and was told rockscape or other low-water landscaping would be acceptable.
In a separate vote the council appointed Brad Christopherson of Hayes Godfrey & Bill PC as the town attorney. Christopherson introduced himself to the council and said his firm would assign him as the main contact and that the firm has multiple attorneys available to support the town. He told the council the firm typically develops long-term client relationships and that he would review an outstanding matter involving an undeveloped subdivision at the airport and expected an extension to respond to the corporate ombudsman through Nov. 7.
Procedural items approved earlier in the meeting included the consent agenda (the council approved all consent items while pulling the Sept. 25, 2025 minutes for separate handling). The meeting concluded after routine business and an adjournment motion.
