The committee voted to recommend proposed Amendment No. 3, which updates several definitions in the zoning ordinance and adds a state-conforming definition for a buffer area, to the planning board.
Jesse McArthur, town planner, said the new definition of a buffer (the transcript used the word “butter,” which McArthur confirmed is the state definition for buffer) was “verbatim from the state.” Members discussed adding language in the rationale noting that the change was made to conform local definitions to state statutes. "And to conform the definition of a buffer to be consistent with the state definition," McArthur suggested for the rationale.
A motion to accept Amendment No. 3 as amended and to recommend it to the planning board was made and seconded; the committee voted "Aye" and the motion passed. The committee directed staff to include the rationale that the change is to conform with revised state law in the packet for the planning board and public materials.
Committee members said the amendments are largely clarifications and added definitions rather than new regulatory restrictions. The planning board will decide whether to set a public hearing and include the amendment on a warrant article.
