Kenai council declares Oct. 20 vacancy, directs clerk to open recruitment under council policy

After the council certified the Oct. 7 election results, the clerk noted that the term change would create a vacancy in the council seat currently occupied by Vice Mayor Knackstedt effective when terms begin Sunday at midnight. The clerk reviewed Council Policy 20220, which lays out the steps to fill a vacancy: the council must declare a vacancy, the city must advertise for at least seven days and the application period must remain open for a minimum of seven days.

The city clerk presented two timing options: one that would open the application period after a later agenda action (earliest application opening Nov. 7 and interviews Nov. 12) and another that would declare vacancy immediately effective Oct. 20 and open applications so interviews could be held in late November (application open Nov. 21–Dec. 1 with interviews as soon as Dec. 5, per the clerk’s memo). The council voted to declare the vacancy effective Oct. 20 and directed the clerk to begin recruitment under the policy.

The clerk described the application and interview process: candidates will file the same paperwork used by candidates running for office (including financial disclosure), a council subcommittee may develop interview questions in executive session, and each applicant will be asked the same set of questions at interview (five-minute opening statement followed by council questions). The council agreed to target Nov. 19 as the interview date placeholder and to determine exact timing and subcommittee membership at the Nov. 5 meeting.

The motion to declare the vacancy carried by unanimous consent. The clerk will advertise the vacancy, open the application period per council policy and return to council with applicant materials and a proposed interview schedule.
