Landmarks Commission approves minor COAs for steps and windows; staff reports multiple routine approvals and grant application

The Green Bay Landmarks Commission on Oct. 15 approved design reviews for front-step replacement at 420 Cass Street and window replacement at 1124 South Monroe and received routine staff updates on multiple staff-level approvals and grant activity.
On 420 Cass Street, commissioners reviewed proposed composite front steps and new railings. Jason, a staff member, said the existing precast stairs were nonhistoric and not attached to the primary structure. One commissioner urged commissioners to "make sure the existing 2, please" when considering details; another said the current stairs were "nasty in the shape" and moved to approve the Certificate of Appropriateness. The motion carried on voice vote.
For 1124 South Monroe, staff presented photographs and said the back-side pair of 1-over-1 windows would be replaced with a matching pair; the recommendation was to approve the replacement to match existing upstairs windows. Commissioners seconded the motion and approved it by voice vote.
In staff updates Jason reported a number of recent staff-level approvals including roof replacements, signage approvals (with a condition prohibiting anchors into masonry faces), porch repairs, and several fence permits, especially on South Quincy. He said staff had approved sign work only where anchors are set into joints rather than masonry faces. Jason and another staff member said they were attending the Wisconsin Historical Society conference and that the commission submitted a letter of intent to seek Certified Local Government (CLG) subgrant funding to prepare a National Register nomination for the Astor Park Historic District.
The commission set its next meeting for Nov. 19, 2025.
