Committee advances ordinance change to remove nonresidential strength surcharges for permitted industrial sewer users

The Budget Committee on Oct. 14 recommended reporting Bill 59 (as amended to CD1) out for passage on third reading. The amendment removed a newly added material reference and the Department of Environmental Services told the committee it supports the change.
Deputy Director Daniel Brick said the amendment removes nonresidential strength surcharges for industrial users that are regulated under the city’s pretreatment program. “We regulate industrial users through a permitting process,” Brick said, adding the department performs inspections and may require pretreatment devices where applicable. He told the committee that removing this surcharge is consistent with earlier council action in a related measure (Bill 60).
No public testimony was recorded on the item. The committee moved the amended bill forward to the council for third‑reading consideration.
