Harney County creates Charter Communications tax fund to hold potential refund

Harney County Court adopted Resolution 2025-22 Oct. 15 to create a designated fund (Fund No. 645) to hold Charter Communications tax receipts that are subject to an appeal.
County staff explained the county acts administratively when utility companies appeal state-level tax assessments: the county holds contested funds until the Department of Revenue or other state authority resolves the assessment, at which point refunds or credits can be issued.
The court voted to create the special fund and authorized the treasurer to accept and isolate funds for this purpose. The staff said the same approach has been used previously when utilities appealed assessments in other jurisdictions.
A motion to create the fund and adopt Resolution 2025-22 passed by voice vote with no recorded opposition.
