The Florence City Planning Commission on Oct. 1 approved a sketch plan and a 3-foot rear-setback variance for the Pointe South Townhomes project on South Irby Street.
Staff described the site as an approximately 0.87-acre parcel, with two buildings that will contain 13 townhome units (6 units in the building closest to South Irby Street and 7 in a second building). The developer told the commission the site will have public access from South Irby Street and that parking and internal infrastructure will be privately owned until an HOA is established.
The applicant requested a variance to reduce the 20-foot rear setback required by the Unified Development Ordinance to 17 feet. Staff described the mitigation proposed: a Type B buffer yard along the north and east edges of the development. Staff explained a Type B buffer yard is 10 feet wide and must include a mix of understory, evergreen and canopy trees and shrubs to soften the development’s interface with adjacent properties.
Commissioners asked about nearby uses; staff and the applicant described a body shop to the south, vacant land to the north owned by the developer that is intended for single-family dwellings, and single-family detached homes to the east. City water and sewer service will serve the site and stormwater measures will be enforced through engineering inspections during construction, staff said.
After the public hearing, the commission voted to approve the sketch plan and the 3-foot rear-setback variance. The motion and second were recorded; the vote was taken by voice and approved. The transcript does not list a numerical roll-call tally or the names of the motion maker and seconder.
Staff said the approved sketch plan will next proceed to a development plan submittal for construction plans and staff review of compliance with the Unified Development Ordinance.
