Votes at a glance: Florence council passes budget amendment, annexations, redevelopment incentives and other measures

The Florence City Council voted on a series of ordinances and resolutions at its Oct. 16 meeting. The council approved a mix of budget, land use, redevelopment and administrative measures. The following is a summary of the formal actions recorded on the public record.

What the council approved (selected items): - Ordinance (second reading) — Fiscal year 2025–26 budget amendment (Bill 2025-38): Council approved the second reading to amend the fiscal-year budget. A brief question was raised about an intermunicipal trash pickup for Lake City and whether that spending would be billed back; staff said the one-time assistance cost was estimated at about $4,000 and that Lake City would be invoiced.

- Annexation and zoning — Smithfield Subdivision Phase 3 (Bill 2025-40): The council approved first reading (introduction) of an ordinance to annex and zone the third phase of Smithfield Subdivision to RG-3, covering approximately 60 lots for this phase (the full subdivision phases total roughly 180–200 lots). The planning commission recommended RG-3 and staff concurred.

- Annexation and zoning — 922 West Sumter Street (Bill 2025-41): Council introduced a first-reading ordinance to annex and zone a parcel at 922 West Sumter Street to NC-6.2 so the owner could develop the infill lot under city standards. Staff reported water and sewer service is available to the parcel.

- Resolution — Adopt Sewer Collection System Master Plan (Resolution 2025-30): Council approved a resolution adopting the sewer collection system master plan. The council noted the item had been discussed previously but the vote had not been taken until this meeting.

- Resolution — Recognize October as Domestic Violence Awareness Month (Resolution 2025-34): Council approved a resolution recognizing October as Domestic Violence Awareness Month and highlighted local prevention services; Alan McBride of the Alternatives to Violence program presented event and outreach information.

- Resolution — Recognition of Reverend Ralph W. Canty Sr. (Resolution 2025-35): Council approved a ceremonial resolution honoring Reverend Canty for more than 55 years of ministry and service; the resolution recognized local achievements and named a portion of Alligator Road in his honor as previously designated.

- Resolution — Civility pledge (Resolution 2025-36): Council adopted a pledge, sponsored by Councilman McCall, committing elected officials to civil engagement and respectful communications.

- Resolution — Abandoned-building certification (Resolution 2025-37): Council certified a building at 262 West Chaffee Street as abandoned for purposes of the South Carolina Abandoned Building Revitalization Act (cited in the meeting as South Carolina code section 12-67-z100) to allow a developer to pursue abandoned-building tax credits as part of redevelopment efforts.

- Conditional grant/development agreements (Resolutions 2025-38 and 2025-39): Council approved a conditional grant and development agreement for a downtown redevelopment project at 2262 West Cheffy Street (Resolution 2025-38) and a conditional grant agreement incentivizing new housing in East Florence as part of a neighborhood redevelopment project (Resolution 2025-39). Both items were discussed in executive session and approved on the public record afterward.

- Resolution — Eminent domain authorization for fueling facility expansion (Resolution 2025-40): Council authorized staff and the city attorney to use the eminent domain process as necessary to acquire property described in exhibit A for the public purpose of expanding an existing fueling facility. Council members discussed aesthetics and buffer requirements; staff said buffers and aesthetic plans would be required and that eminent-domain use must be for a public purpose.

Procedure and voting: For many items the meeting transcript records the passage by voice vote with the statement "the ayes have it." The public audio did not include roll-call, member-by-member tallies or recorded dissent for the items summarized above. A number of items requiring legal or detailed administrative review were discussed in executive session before being voted on in open session.

What passed without further public conditions: the domestic-violence recognition, the sewer master plan resolution (previously discussed but not voted), the accommodations tax appropriation, the civility pledge and several redevelopment-resolution votes were approved by the council during the meeting.

Items referred to executive session or requiring follow-up: several economic-development incentive items, the conditional downtown and East Florence grants, and the eminent domain resolution were discussed in executive session; council approved these actions on the public record following those discussions. Staff indicated specific design and buffer requirements will be part of the eminent-domain and redevelopment agreements.

The council adjourned after routine board and commission appointments and a series of ceremonial recognitions.
