Council approves multiple PID actions, sets Oct. 1 public hearings for assessment roles

At its Sept. 25 meeting the City Council approved several items related to public-improvement districts (PIDs) and special-assessment bonds.
Billing and collection agreements: The council approved agreements with Travis County for billing and collection services related to the Mustang Valley PID and the New Haven PID. The motions were made and seconded by council members and passed (Mustang Valley vote recorded as 6-0 in the transcript; New Haven motion passed unanimously where recorded).
Preliminary PID plans and hearings: The council approved preliminary service and assessment plans for the Lagos Public Improvement District (Improvement Area No. 1) and the New Haven Public Improvement District, and directed staff to file the proposed 2025 assessment rolls with the city secretary and make them available for public inspection. Councilmember Weir moved to approve Resolution 2025-28 for Lagos with an amended hearing date of Oct. 1 (rather than Sept. 17); the motion passed. The council separately approved Resolution 2025-29 authorizing distribution of a preliminary limited offering memorandum for Lagos (hearing date moved to Oct. 1) and approved Resolution 2025-30 and Resolution 2025-31 for New Haven, each with an Oct. 1 public hearing date.
Council discussion noted corrected hearing dates and staff provided updated handouts with revised language before the votes. Peter Costa (spoke from the project team) asked that the motion specifically include Oct. 1 as the hearing date; council included that date in the motions.
What this does: These approvals advance PID financing processes by authorizing (a) county billing and collection services for the two PIDs, (b) filing and public-notice steps for proposed assessment rolls, and (c) distribution of preliminary offering documents for bond marketing; the council set Oct. 1, 2025, as the public hearing date to consider levying assessments and related ordinance actions.
