The City Council voted Sept. 25 to approve, in form, a facility-use agreement between the City of Manor and Manor Independent School District (MISD) for use of the vacant Manor Excel Academy buildings, and authorized the city manager to execute the finalized agreement after legal review.
City staff said the agreement would allow city departments to occupy portions of the campus and that the lease amount is nominal (the agenda references a $1 lease for the space going forward). City attorney Paige Saenz recommended a few legal tweaks before final execution: confirm insurance coverage is through the city—s risk pool (TML), limit indemnification language to the extent permitted by law, and refine alteration/retention clauses so police-department equipment and required items are preserved.
The council voted to authorize the city manager to execute the finalized agreement pending legal review. Council members asked for the finalized draft to be circulated; staff said they would provide the final document. Several council members and staff noted the city hopes a department could occupy available buildings before the end of the year.
What this does: Approving the agreement in form allows staff to complete negotiated legal adjustments and proceed toward a signed agreement that will let city departments occupy usable campus buildings under the terms described, with costs and exact space allocations to be memorialized in the final document.
