The Livingston Parish Council unanimously adopted a resolution Oct. 9 that requires CRE (the developer of record) to produce a comprehensive drainage plan, provide 60-foot road servitudes and complete any necessary drainage improvements for six proposed minor resubdivisions in Council District 9.
Planning and public-works staff told the council existing drainage issues in the area prompted a recommendation for a comprehensive drainage plan rather than the standard drainage-impact study. Staff said a comprehensive plan would document current flow paths and identify where drainage infrastructure, servitudes and culverts will be needed before lots or roads are sold.
The developer’s representative told the council the developer agreed to provide drainage servitudes and relocate roads where needed to preserve access and allow future drainage infrastructure. The proposed subdivision covers about 123 acres and proposes 39 lots under the parish’s minor resub rules; the developer said lots are 3+ acres and consistent with current zoning.
Council members expressed a desire to see the engineer’s calculations and a plan showing how new roads and culverts will manage flows before final approvals. The resolution adopted by the council requires the comprehensive drainage plan and the 60-foot servitudes that planning staff and the developer discussed; council also instructed staff to ensure the developer’s engineer submit the plan for parish review.
The motion passed unanimously.
