Parish officials described the actions as buyouts for hazard mitigation: homes that have flooded multiple times are being bought out under the HMGP program and the properties will be maintained as permanent green space. The parish president and finance staff clarified the purchases are funded by FEMA grant and represent "no cost to the parish." Council members voted unanimously to adopt each ordinance during the meeting.
