Planning staff explained the request ties the citys PND to a recently opened transit facility and an adjacent park‑and‑ride site. The master plan presented to the commission shows bus circulation lanes, dedicated bus canopy locations, pedestrian connections into the site and an anticipated ADA pedestrian route from the right of way into the park‑and‑ride area.
Staff said the applicant can meet 21% open space on the site without consolidating lots but requested three program book exceptions: allowing a sidewalk closer than the typical setback to accommodate lighting, removing an interior perimeter planting yard where site geometry is too narrow, and a potential third technical exception under review. Staff described compensating measures including landscaping islands and increased front buffering where the perimeter planting is removed.
The staff report recommended approval, noting integration of the park‑and‑ride improves commuter viability for WEGO and the city transit system and that the PND layout considered Crime Prevention Through Environmental Design (CPTED) principles. A WEGO representative attended but did not present slides; staff and the applicant said they would continue refining cameras, fencing and site security details during site plan review.
Commissioners asked about vehicle circulation, the ability to preserve a throat distance so parked cars will not spill onto Bridge Avenue, and retention of future right‑of‑way for a potential right‑turn lane. Staff said the design preserves a future right‑of‑way throat and that bus‑only circulation lanes will prevent other vehicles from entering bus movement areas.
A motion to approve the RS‑10 to PND rezoning and the PND amendment, subject to all staff comments, passed on a roll call vote. The roll call recorded Ayes from Commissioners Harris, Rollins, Wright and Chair Aberwater. The recommendation will go to City Council for final action; staff will continue to coordinate with WEGO on security, lighting and final site plan details prior to council review.
