HLC approves rear addition at 2904 Copper Avenue in Manhattan Heights

The El Paso Historic Landmark Commission voted to approve a certificate of appropriateness for a rear addition at 2904 Copper Avenue, a non‑contributing residence in the Manhattan Heights Historic District.

Staff said the property, built in 1942, already had picture windows in place at the time of the district’s designation and the proposed addition is modest in scale and located to the rear; visibility from the right of way should be minimal. Staff recommended approval under El Paso’s design guidelines, which call for additions to be compatible in scale, roof form and materials while generally locating new work on rear elevations when possible.

Javier Carrera of Carrera Group spoke as the applicant’s representative and owner Jose Loebano was present. After staff presentation there were no substantive questions from commissioners. A commissioner moved to accept staff’s recommendation; the motion was seconded and the commission voted in favor.

Staff told the applicant that, once the office receives the revised or final documents, the addition could be approved administratively and work could proceed under the normal permitting process.
