Council approves placing property into REAP/REIT program after discussion on council notification

The Los Angeles City Council voted to place a property into the city's Rental Enforcement and Acquisition Program (REAP), sometimes referred to as REIT in the agenda discussion, after council members pressed the Housing Department about notification to council offices.
Councilmember Chick called the item special to question the department's process for notifying council offices before sending properties into REAP. "I first learned of this, and so did my district office, looking at the agenda today," Chick said. She asked that a representative from the Housing Department explain the typical notice process; department staff said they had sent a communication to a staff member the previous day regarding the property at issue.
Chick asked for better advance notice and offered to host a meeting; Housing Department staff said they could provide more advanced notice. Councilmembers said they wanted council offices to be partners in early intervention with landlords and tenants to avoid the need to place properties into REAP.
The council approved the housing department's REAP action by a vote of 11 ayes. Staff and councilmembers said a meeting to review REAP notification and procedures would be scheduled to improve coordination between the department and council offices.
