The Southborough Conservation Commission voted Oct. 2 to issue an Order of Conditions for construction of a deck and enclosed sunroom at 21 Southville Road, Map 5 Lot 16, for owner Deepinder Randhawa.
Commission staff said Melissa’s review raised two non‑blocking items: footing type and equipment access. The applicant told the commission the planned foundation system is concrete-filled sonotubes (post footings) rather than a full excavated foundation; the homeowner and consultant said they will submit the building-department‑approved sonotube design to the commission once the building inspector approves it. They also described an equipment-access plan that avoids the septic and confines heavy machinery within a delineated straw-wattle line.
The commission added two special conditions discussed at the hearing: (1) that a minimally invasive foundation system (sonotubes or similar) be used and the building-department-approved footing design be provided to the conservation agent; and (2) that erosion control (siltation barriers) be installed on the downgradient edge of the work area and that no heavy equipment operate outside the delineated sediment barrier line. Staff confirmed a DEP file number was received the morning of the meeting.
No members of the public offered comment. The commission closed the public hearing and voted by roll call to issue the Order of Conditions with standard and the two special conditions. Commissioners Zulek, Barrington, Upton, Barbara Glovsky and Anne Smith voted in favor; the motion carried.
Staff said the applicant may work at its own risk during the statutory appeal period and that the final conditions and paperwork will be available to the applicant by the following Monday.
