Southborough conservation commission approves negative determination for 21 Cosland Drive demolition

The Southborough Conservation Commission on Oct. 2 issued a negative Determination of Applicability, as conditioned, for a demolition and selective utility removal at 21 Cosland Drive, Map 25 Lot 4A.
The determination, recommended in a staff memo prepared by the commission’s agent, authorizes demolition of an existing foundation and related limited work provided the applicant follows the commission’s standard conditions and the special conditions drafted by staff. Will Park, civil engineer with SMMA, said the work includes abatement and full building demolition to prepare the site for future reuse. Grady Capobianco, development manager at Atlantic Management, said Atlantic acquired the property in January and intends to “reposition the property” after abatement and demolition.
Commission staff told the panel they expect to forward the finalized conditions directly to the applicant within days. The applicant said it will provide a completed SWPPP (stormwater pollution prevention plan) and proof of compliance with the state Construction General Permit (CGP) and will request a pre-construction site visit before work begins.
During the hearing no members of the public offered comment. The commission took a roll-call vote and recorded affirmative votes from members Zulek, Barrington, Upton, Barbara Glovsky and Anne Smith; the motion carried.
The commission and applicant noted there is no 10‑day waiting period for this kind of Request for Determination of Applicability (RDA). Commission staff said they will assemble and deliver the conditions to the applicant by Monday at the latest.
The commission’s action allows the applicant to proceed at its own risk pending the receipt of required documentation and the applicant’s compliance with the stated conditions.
