The Henrico County Board of Supervisors on Oct. 14 approved a series of rezoning requests, provisional use permits (PUPs) and resolutions and deferred one rezoning case for decision-only.
The board voted to approve conditional rezonings and PUPs for projects across the county, accepted an ordinance vacating a drainage and utility easement, and approved resolutions to accept an open-space easement for Woodland Cemetery, to appropriate funds for the county purchase of 5301 Francistown Road adjacent to Echo Lake Park, and to accept a study finding for a Tuckahoe Creek Park trailhead. The board also approved the school board retaining excess proceeds from a property sale and authorized an updated water-supply agreement with Cumberland County.
Why it matters: The votes move multiple private development proposals and county capital actions forward and add land and legal protections for two parks and a historic cemetery. One residential rezoning was deferred for decision only amid outstanding title and stormwater-basin questions, continuing public debate about schools, tree preservation and neighborhood impacts.

- Resolution: Authorization for county manager to update and execute proposed water-supply agreement with Cumberland County (up to 7 million gallons per day) — approved.
What the votes did not decide: The Main Street Homes rezoning (Church Road / Covey Run) was deferred to allow the board more time to consider revised proffers and outstanding issues about a stormwater basin title, potential additional lot, driveway materials and school-yield estimates.
Next steps: Deferred items return to the board Nov. 12 for decision-only. Approved rezonings and PUPs will proceed to plan-of-development and permitting steps; county capital appropriations will move forward through internal implementation channels.
