Tulsa Planning Commission approves multiple plats and rezoning requests, continues one item to Nov. 5

The Tulsa Planning Commission on Oct. 15 approved multiple preliminary plats and a rezoning request, continued one item to Nov. 5 and adopted the commission—s proposed 2026 meeting schedule.

Commissioners unanimously approved a city-initiated rezoning request to consolidate split zoning at the northwest corner of East Admiral Place and North 109th East Place South into CS commercial zoning, a planning staff presentation said. "We found it consistent with the comp plan, and so we recommended approval," a planning staff member said.

The commission also approved preliminary plats for a mixed-use development along L.L. Tisdale Parkway (first phase), Green Hill Phase 3 (warehousing-oriented development near North David Patrick Avenue and East 406th Street North), a 34-lot residential estate subdivision on roughly 29.65 acres at the southwest corner of South 157th Avenue and East 1609th Street South, and a 10-lot minor subdivision at the northwest corner of 106th Street North and North Memorial Drive. Staff recommended approval of each plat subject to listed conditions and typical engineering release letters.

Preston Bartley, a consultant with Westwood Professional Services, spoke for the applicant on the residential estate subdivision and thanked staff for their coordination: "We put a lot of planning and effort into this," he said, and presented a revised preliminary plat reflecting TAC comments.

Item 5 on the agenda was continued to Nov. 5 at the request of the commission. The commission also adopted the proposed 2026 meeting schedule, set for the first and third Wednesdays of each month, with the chair noting possible adjustments for school breaks if needed.

Votes were taken by voice. Where motions were moved and seconded the commission chair called for "All those in favor? Opposed?" and recorded the items as approved. No members of the public registered opposition during the meeting; several applicants indicated they were in agreement with staff recommendations.

The meeting opened with a short director—s report in which Susan Miller said the city council recently approved several actions including abandonment of a PUD along Martin Luther King Jr. Boulevard in North Tulsa and an 80-acre approval in East Tulsa near 11th Street and 1405th Avenue. Miller said an AGR request at 506 North Sixth Street in Lewis and another commercial zoning approval at the northwest corner of 11th and 1209th were also approved by council.

The commission had no contested items requiring extended debate and ended with a motion to adjourn.
