Council and staff described the plan as complementary to existing public-safety incident and emergency operations plans. The plan specifically documents the community outreach and hub-box network Ivins has been deploying, explains the red-and-blue clipboard system used at hub locations for first-arriving volunteers and volunteers receiving operational responsibilities, and assigns roles across public safety and public works to maintain the program.
Chief Studley (public safety) and city staff explained the plan will be hosted online and recommended for broad distribution; councilmembers urged placing QR codes on hub boxes and on utility bills to make the plan readily available to residents. The council approved a motion to adopt the Disaster Response Plan as an addendum to the Ivins Public Safety Emergency Management Plan; the motion passed unanimously. Staff will prepare an electronic version for the city website and add public-facing materials and QR codes to printed signage at hub boxes.
