The council approved a resolution establishing a Department of Cannabis Management & Compliance to consolidate city oversight of cannabis permits, compliance and related regulation. The ordinance-creation authority rests with the city manager subject to council approval; the council voted to adopt the resolution creating the department.
City Manager Chris Lopez said the new department is intended to centralize enforcement, permitting and compliance work that formerly had been managed by part-time staff and external contractors. Lopez said staff had an apparent candidate who had passed background checks and that the next step would be an ‘advising-consent’ appointment to be brought to council at the second October meeting for final approval.
Council members asked whether the department would have additional support staff; Lopez said the position was funded in the FY 25/26 budget as a standalone item and that additional support hires would be evaluated later.
Ending: The council adopted the resolution to create the department and directed staff to return with the proposed employment item (advising consent) and any implementing details at a subsequent meeting.
