Gahanna council appoints Parks board member and adopts multiple ordinances, awarding contracts

Gahanna City Council on Monday approved an array of routine governance actions: a parks‑board appointment, special‑assessment ordinances for sidewalk maintenance, reauthorization of the Creekside Outdoor Refreshment Area and two contracts tied to municipal facility projects.
Those actions were presented largely without extended debate and were adopted by roll call. Council also introduced an ordinance accepting recommendations from the city’s Tax Incentive Review Council for tax year 2023; that item was read into the record but not voted on at the meeting.
In the appointment, Councilmember Schnetzer moved to appoint Holly Haynes to Parks and Recreation Board seat 1 to fill an unexpired term ending Dec. 31, 2025. The motion was seconded by Councilmember Renner and carried on roll call.
On ordinances for second reading and adoption, the council adopted ordinance 31-2025, which levies special assessments related to the 2022 sidewalk maintenance program, after accepting a motion to amend with a substitute Exhibit A. Weaver moved the amendment, Jones seconded; the council then adopted ordinance 31 as amended. The council also adopted ordinance 32-2025 — special assessments for the 2024 sidewalk maintenance program — after a motion by Weaver and a second by Renner.
Council reauthorized and amended the Creekside Outdoor Refreshment Area (CORA) by adopting ordinance 34-2025 pursuant to Ohio Revised Code section 4301.82. The measure was presented, received no substantive discussion, and passed on unanimous roll call.
On ordinances introduced for waiver and immediate adoption, the council suspended rules and adopted ordinance 36-2025, authorizing the mayor to enter into a contract with HGC Construction Co. for renovation and construction of the Price Roadhouse facility, with supplemental appropriations and waiver of second reading. Councilmembers emphasized Price Roadhouse as an outdoor exploration center; Director Farrell and the mayor were thanked for advancing the project.
The council also suspended rules and adopted ordinance 33-2025, authorizing the mayor to enter into an agreement with Winstead Company LLC for furniture procurement and installation related to the renovation and expansion of 825 Tech Center Drive; the council waived second reading and declared the ordinance an emergency.
Earlier in the meeting Van Meter read ordinance 35-2025 into the record — accepting and ratifying the City of Gahanna Tax Incentive Review Council recommendations for tax year 2023 — as an introductory item; no vote on adoption occurred that evening.
