Regulations counsel Stephen Vuong summarized the amendments: the last Office of Administrative Law-approved version dated from 1989, and staff recommended substantive updates for clarity and consistency with the California Code of Regulations. Vuong read the proposed motion, which included direction for the executive officer to submit approved text to the Department of Consumer Affairs and Business, Consumer Services and Housing Agency for review and to proceed with the rulemaking process if no adverse comments are received.
Public commenters asked clarifying questions about the timing of prior updates; staff confirmed the earlier (1989) approval date. The board voted by roll call to authorize staff to proceed with the notice and rulemaking steps.
