Caltrans staff and the Active Transportation Resource Center (ATRC) briefed the California Transportation Commission on the ATRC’s technical assistance work and previewed an Active Transportation Program (ATP) symposium scheduled for October 2025.
Alika (CTC staff) described the ATRC as a Caltrans‑administered resource funded through the ATP that provides technical assistance, trainings, one‑on‑one support for infrastructure and non‑infrastructure projects, and tools for applicants statewide. Dee Lam, Caltrans Division Chief of Local Assistance, detailed ATRC offerings including webinars, one‑on‑one technical assistance, the disadvantaged communities technical assistance program, and updated data tools such as the Transportation Injury Mapping System and StreetStory.
Dee said current efforts include the ATP Cycle 8 disadvantaged communities technical assistance cohort (more than 30 jurisdictions and tribes), non‑infrastructure technical assistance in partnership with the California Department of Public Health, updates to the California active transportation benefit‑cost tool, and development of a California active transportation data portal and a bicycle/pedestrian count pilot. The ATRC also supports hundreds of pre‑application and post‑award ATP consultations and maintains an extensive resource library.
CTC commissioners were invited to participate: Chair Grisby, Vice Chair Falcone, Commissioner Eager, and Commissioner Lugo are scheduled to take part in the October symposium at the UC Davis Conference Center. Commissioner Lugo used the item to urge a broader conversation on whether active transportation should be treated as transformational infrastructure rather than a niche area and raised the need to consider labor and job impacts tied to active transportation investments.
Staff noted symposium details and registration information will be posted on the ATRC website; early bird registration was available through Aug. 31, 2025, and regular registration closes Oct. 14, 2025. There was no public comment on the item.
