The Commission approved staff findings that Caltrans has shown progress reducing deferred maintenance and improving road conditions on the State Highway System, while noting remaining challenges on certain bridge targets.
The California Transportation Commission approved staff findings assessing Caltrans’ progress toward asset management performance targets established under Senate Bill 1 during the August 2025 meeting in San Diego.
Staff presenter Tim summarized the June 2025 Caltrans report and the Commission’s statutory duty under the Streets and Highways Code to evaluate Caltrans’ effectiveness in reducing deferred maintenance and improving conditions on the State Highway System. Staff said reported conditions for all pavement classes and culverts exceed the Commission’s 2024 year‑end benchmarks; transportation management systems and bridges are within roughly 7.3% of benchmarks. Caltrans reported it has met or is on track to meet 2027 targets for most primary assets except the bridge target tied to the transportation management plan.
Tim noted that Caltrans will continue to focus on addressing poor‑condition bridges and that supplementary asset condition updates occur in even years; pump plants and bike/ped infrastructure showed notable improvements since the last report. Staff recommended that the Commission approve the evaluation and include it in the Commission’s annual report to the Legislature. Commissioner Gardino (motion) moved approval and Commissioner Tiffany seconded; the motion passed without recorded opposition. Several commissioners praised Caltrans’ work under SB 1, including calls to call out shortfalls so they can be addressed.
Commissioners also used the action to acknowledge Caltrans staff — Tim and Director Mike Keever were highlighted; Keever was wished well in retirement. No public comment was received on the item. The Commission directed staff to include the findings in its annual legislative report.
