Paducah Board of Commissioners on Sept. 15 adopted a municipal ordinance setting property tax levies for fiscal 2025-26 and approved a slate of municipal orders that include contract modifications for the Paducah Sports Park, a $289,000 design and construction-administration contract for a parks maintenance building and the award of a $100,000 contract with Sprocket Incorporated.
The tax levy ordinance sets rates for city and school purposes for the period July 1, 2025, through June 30, 2026; commissioners voted to adopt the ordinance after a brief staff explanation and public comment. Commissioners voted unanimously on all recorded roll calls at the meeting.
Commissioners also voted separately on four contract modifications tied to the Paducah Sports Park project: a not-to-exceed $3,000,000 contract modification for the project's entry plaza with A & K Construction, contract modifications extending Sprinturf LLC and Avanti Solutions contracts by 73 days (Sprinturf's modification included a $129,992.49 deduction; Avanti's included a $6,088.42 deduction), and a 73-day extension for Musco Sports Lighting. The board was told the A & K entry plaza expense is shared with McCracken County and the sports tourism commission.
The board approved a municipal order authorizing a $289,000 contract with PFW Architects for design and construction-administration services for a new maintenance building for the parks and recreation department; staff said site selection is part of the design process and the contract covers construction administration and a one-year warranty period.
Other routine items approved included minutes, several reappointments (Joseph Benberry to the Paducah Planning Commission and Ashley Johnson to the Paducah-McCracken County Riverport Authority), authorization to pursue grant applications through the Purchase Area Development District and the Kentucky Transportation Cabinet (county priority projects program grant up to $500,000), and a municipal order to purchase real property at 1302 Tennessee Street.
Introductions: commissioners introduced, on first reading, a 10-year nonexclusive cable franchise ordinance with eRitter Communications LLC (to replace a telecommunications franchise) and an ordinance to repeal and replace the city's Urban Renewal and Community Development Agency provisions to establish that agency separately from the Paducah Planning Commission. Both were introduced for first reading and will return for adoption vote at a later meeting.
Votes at the meeting were recorded by roll call and were unanimous in favor for the items described above.
