The Paducah Urban Renewal and Community Development Authority voted to transfer four specific parcels to the City of Paducah and to accept 41 parcels from the city that lie within URCDA project areas.
URCDA staff explained that four properties currently owned by URCDA'(1106 Madison, 1325 North Twelfth, 1214 North Fourteenth and 335 North Seventh) are outside the URCDA project areas and therefore should be held in the city's name under state law. "There's a statute that says that those really shouldn't be owned by you or CDA. They should be owned by the city of Paducah," staff said. Staff recommended transferring the four parcels to the city and accepting 41 parcels that are in Fountain Avenue or the South Side project areas so the URCDA can dispose of them under KRS procedures.
Staff noted one parcel, 335 North Seventh Street, carries a deed restriction that it "can never be built on," and recommended transferring that parcel to the city as well. Staff also said that a copy of one deed was not immediately available at the meeting but that deed information was verified through the PVA (Property Valuation Administrator).
Commissioner Benberry moved that URCDA transfer the four parcels to the City of Paducah and accept the 41 parcels referenced by staff; the motion included authorization for the board chair to sign deeds when prepared. The motion was seconded and approved by roll call.
No amendments or conditions beyond the chair's authority to execute deeds were recorded. Commissioners asked whether the recording could be handled back-to-back; staff replied it could be recorded sequentially to effect the transfers in short order.
The transfer vote, as recorded in the meeting, passed unanimously among commissioners present. Staff will prepare deed documents for the chair's signature and coordinate concurrent recording where possible.
