Paducah's Urban Renewal and Community Development Authority on the evening approved recommended grant amounts equal to 40% of the lowest qualified bids for three separate roof-stabilization applications at downtown properties.
Staff presented the applications and recommended funding at 40% of each project's lowest qualified bid. "This is an application for roof stabilization," staff member Miss Upchurch said, adding that the applications included the required attachments and bids from qualified contractors.
URCDA staff told commissioners each applicant submitted multiple bids from qualified contractors and that funding is calculated from the lowest bid, though the property owner is not required to use the lowest bidder. For the application covering 114, 116 and 118 Market House Square staff recommended $31,002.92, representing 40% of the lowest bid. Commissioner Heath moved the recommendation; the motion was seconded and approved by roll call.
Commissioners also voted to recommend 40% funding for reroofing at 121 North Fifth Street, with a recommended amount of $5,874; Commissioner Rhodes moved that motion. For 132 Market House Square, staff reported three bids were submitted and that a copy of the deed was obtained through the PVA when the applicant could not immediately provide it; the URCDA recommended $19,638.40 (40% of the lowest bid); Commissioner Kaylor moved that motion. Both motions carried on roll call.
Staff noted one applicant said the building roof was in generally good condition and requested funding for a porch roof only, and another applicant reported investing in interior renovations alongside the roof work. Commissioners asked whether roofs were currently leaking when scoring urgency; staff confirmed at least one applicant reported a leak.
The motions were approved by roll call with affirmative votes from commissioners present, and no amendments were offered. The board did not direct further study or impose conditions beyond standard URCDA requirements that funded work be performed by qualified contractors and that funding be based on the lowest submitted qualified bid.
The URCDA meeting then moved on to other agenda items.
