The Scott County Board of Education heard a construction progress update for Oxford Elementary and approved Change Order 002, a revision tied to water utility infrastructure that board members said will reduce ongoing monthly charges for the new school.
Board members and staff were shown recent drone and site photographs and rendered interior finishes as Tony, a project representative, described progress: "you can see the slab ports… the walls are just about up to roof bearing" and confirmed geothermal well drilling had started. Tony and other staff said underground utilities were largely in place and the project team continues to target an August opening next year.
The presentation also covered a utility company revision. Board members were told Kentucky American Water initially returned new design requirements and then assessed tap and monthly demand charges. Parker and project staff described negotiations that reduced the expected monthly demand charge from around $1,400 to roughly $230 and lowered some upfront costs (from an earlier estimate near $50,000 down toward $30,000). According to project staff, this revision would pay back the additional change‑order cost in roughly seven to eight years.
Board members discussed schedule priorities — focusing on administration and classroom spaces to permit occupancy even if ancillary spaces were delayed — and asked why the gym walls were being built early in the sequence. Tony explained the contractor staged work based on site logistics and areas that required additional fill and settlement, such as the cafeteria location.
When the board moved to agenda item 11, "Approve Change Order 002 for Oxford Elementary," a motion was made, seconded and the board voted in favor. The board did not record individual roll‑call vote tallies in the public spoken record.
The board also received a brief construction committee update about interior color samples and terrazzo options and was told a committee including district staff would review finishes and present detailed options at a future meeting.
Board members heard that core site work, including storm shelter rebar and geothermal well drilling, was underway and that the project remains on the contractor's target schedule.
