Paducah planning commission recommends text amendment to allow pay for HARC members

PADUCAH, Ky. — The Paducah Planning Commission on Oct. 6 voted to recommend that the Paducah Board of Commissioners adopt TXT2025-0001, a text amendment to the City of Paducah zoning ordinance that would allow the Historic Architecture Review Commission (HARC) to receive meeting pay.
The commission opened and closed a public hearing on the proposal with no members of the public speaking. Planning staff described the change as procedural: "This is a, simple text amendment that regards the HARC, the historic architecture review commission," staff member Summers told commissioners during the staff report. Summers said the amendment is necessary because HARC is constituted inside the zoning ordinance, so pay for its members requires a zoning text change rather than the separate ordinance updates used for other city boards.
Commissioner Jim Chapman moved the commission recommend adoption of the resolution in case TXT2025-0001. After discussion about how pay rates would be applied across boards, commissioners voted in favor. The roll call recorded Chapman and Commissioner Heath voting yes, one commissioner (identified in the record as "Commissioner Kaylor/Koehler") voting no, and Commissioners Rhodes and Chairman Wade voting yes. The motion therefore carried and the recommendation will be forwarded to the Paducah Board of Commissioners for final action.
Planning staff described the proposed pay structure as varying by board: "they range anywhere from $30 up to a $100 depending on what board it is and whether you're a chairman or whether you're just a commissioner," Summers said. For planning-related boards, staff said the planning board would receive $75 per meeting and the chairman $100 per meeting. Staff said the total annual budget impact to pay all boards was "about a $150,000 total, for the budget to be able to pay everyone." The amendment under consideration would allow HARC to be included in that pay schedule because it is created within the zoning ordinance.
No public testimony was offered at the hearing. Commissioners asked staff procedural questions about why HARC was singled out for the zoning amendment; staff answered that other city boards are constituted under separate Paducah City ordinances and are being handled through separate ordinance language, while HARC's status in the zoning code requires this text change.
Next steps: the Planning Commission's recommendation will be transmitted to the Paducah Board of Commissioners, which must approve the ordinance language and funding as part of any final change. The record indicates staff expects the Board of Commissioners to act on the matter and to set pay levels for all affected boards as part of the budgetary process.
