The Gardner City Appointments Committee on Oct. 14 approved amended minutes from its Sept. 24 meeting that will add each appointee’s current term expiration date to the committee’s template, then recessed so members could review appointment documentation provided by the mayor’s office.
The amendment was proposed during the committee’s opening business. Chair Heath told the committee he wanted "the expiration date of each appointee's current term added to the template," and a councilor voiced support for including a 60- to 90-day review window before term expirations to allow time for reappointment processes. A committee member moved to approve the Sept. 24 minutes as amended; the motion was seconded by Councilor Hegwin and carried by voice vote.
The motion followed committee discussion about materials posted with this meeting’s packet. A committee member told the group the packet was posted Oct. 9 and amended Oct. 10 with completed templates "from the mayor," but that the expiration dates discussed on Sept. 24 were not present in the posted templates. That member also said they found an error in one submitted template, and that they had emailed the mayor’s office on Oct. 13 and received a reply the morning of Oct. 14 with additional information.
A staff member said the mayor’s reply had been sent to the committee member and the clerk’s office because the sender was concerned sending it more broadly might raise open meetings law issues. After that exchange, the committee member asked for a brief recess so members could read the mayor’s response and review the attachments; the chair noted no objection and the committee went into recess.
Committee members did not take other formal actions during the exchange. The committee recorded the vote to approve the minutes as amended; no further votes or appointments were completed before the recess. Members said they would submit copies of the mayor’s emails to the clerk for the record and to allow the full committee to review the materials before resuming interviews of appointees.
The change to add expiration dates and a 60–90 day review window is intended to clarify timelines for reappointments and give staff and councilors time to evaluate candidates before terms end. The committee did not on the record adopt any new policy beyond amending the Sept. 24 minutes and pausing to examine the mayor-provided materials.
