Commission approves routine minutes, manifests and selects lower binder bid

Carroll County commissioners approved routine administrative items at their Oct. 20 meeting, including meeting minutes, manifests and payment vouchers, and a lower bid for production of agenda binders.

The commission approved minutes (corrections noted to dates where applicable), accepted a check payable to Carroll County from a Hills location in the amount of $6,770.95 for third‑party reimbursement of salaries and a monthly QuickBooks charge, and approved multiple manifests and payroll warrants. The finance summary read in public showed manifests and payroll totals for mid‑October and later payroll amounts (examples cited in the meeting packet included manifests dated 10/09/2025 for $285,488.82, payroll on Oct. 10 of $230,330.14, accounts payable Oct. 16 of $232,091.55, and payroll Oct. 17 of $286,768.61).

On a procurement item, the county register recommended awarding the county’s book binder bid to the low bidder, COT, on the basis that the bid was significantly lower and included shipping. The vendor’s bid was $99.50 per binder; the register recommended ordering a quantity within available budget limits. A motion to accept the low bid carried on an aye vote.

These actions were taken without extended debate and were recorded as approved by motion and voice vote.
