Vermillion City Council approved a special daily malt beverage and wine license for the Clay County Agricultural Fair Association to serve alcohol at a fundraiser on Nov. 22, 2025, at the Clay County Fairgrounds 4-H Center.
City staff (Nick) reported the application and attached the police chief's memo. The event is scheduled from 5 to 10 p.m., with an expected attendance of about 200 people. Staff noted that children in attendance would be helping serve tables only, that alcohol would be served at a bar, and that two-to-three employees would check IDs and issue wristbands to those 21 and older. Fees had been received and administration recommended approval.
There were no visitors to testify against the license. Councilor Holland moved approval; Councilor Price seconded. The council approved the special license by voice vote.
Staff will coordinate with the police chief and event organizers on the specified safety measures.
