The Norton Board of Control on Oct. 20 approved three procurement awards and accepted minutes from its Sept. 15 meeting, voting unanimously on each item.
The board awarded a guardrail repair to Lake Erie Construction Company for an amount not to exceed $5,955. The repair was presented to the board because the cost exceeded $5,000, the threshold that requires board approval. Staff said the incident generated no insurance claims or police reports; the location under review includes Cleveland Maslin Road, a state route, and staff said they would coordinate with the Ohio Department of Transportation (ODOT) as needed.
The board also approved a purchase order to Parent Asphalt for a concrete pad and associated pavement at the city service garage to accommodate new fuel pumps, not to exceed $68,000. Staff described supply‑chain and scheduling delays among concrete contractors this year that produced higher quotes and said they had limited time for pouring; they asked for an expedited (first‑reading) adoption at the meeting so work could proceed. Staff described the concrete pad as about 1,700 square feet for the pumps and said the total paved area with surrounding asphalt would be roughly 2,000 square feet, with additional asphalt planned next spring.
A third award, for lintel repairs above overhead doors where a recent building addition increased snow loads, was approved for an amount not to exceed $11,520. Staff said the work is time‑sensitive and should be completed before winter weather arrives; board members discussed whether the item should receive multiple readings, but approved the purchase order at the meeting.
The board accepted the Sept. 15 minutes as submitted and adjourned at 6:08 p.m.
All three procurement motions and the minutes were approved on roll‑call votes recorded as unanimous (4–0). The board’s discussion focused on timing and contractor availability, scope clarifications for the fuel‑tank pad and ensuring state‑route work would be coordinated with ODOT. No speaker raised objections to the awards during deliberations.
