Octorara board approves $5.5 million in bills; members question high September charter payments

The Octorara Area School District Board of School Directors on Oct. 20 approved its list of bills for payment totaling $5,502,647.85 and discussed an unusually large set of charter-school payments that contributed to higher September expenditures.

"For October 20, 2025, list of bills for approval: general fund in the amount of $5,466,325.78; cafeteria fund in the amount $36,322.07; for a total of $5,502,647.85," the business manager, Matt, told the board. A board member asked whether the roughly $1.7 million in payments to charter schools for September was typical and noted they had not previously noticed such a large single-month amount. Another board member and the business manager explained that some charter payments reflected separate, back-to-back payments (for example, an August and a September payment to the same charter) which can make a single month's total appear higher.

During the finance committee report, a board member summarized the district's budget posture in light of a budget impasse in Harrisburg, saying the district has ample funds to make payroll and pay bills through an estimated March or April assuming no changes in state funding. The district's interim business manager indicated coordination with the Intermediate Unit and discussed the option of opening a line of credit should state funding remain unpaid; the committee's recommendation at present was to "wait and see" unless conditions change.

The board did not record roll-call tallies for the bills vote in the meeting transcript; most actions were approved by voice vote.
