Planning board approves Drury Plaza Hotel site plan for 7-story, 180-room development

The Daytona Beach Planning Board on Sept. 25 approved a major site plan application (DEV2025-296) from Drury Development Corporation to demolish existing buildings and construct a seven-story Drury Plaza Hotel with about 180 guest rooms on a 4.64-acre site west of Indigo Drive. Emilio Ryan, senior planner for the city, presented the staff report and recommended approval.
The project site is located west of Indigo Drive between the International Speedway Square shopping center to the north and the Best Western hotel to the south. According to staff, the lot includes buildings formerly occupied by Havertys furniture and a Miller's Ale House–style restaurant; both uses are currently vacant. The hotel development area is listed as 4.01 acres with a reserved outparcel of 0.63 acres for future nonresidential development.
Staff said the project complies with the adopted planned development (PD) standards and the comprehensive plan. The PD agreement approved by the commission on Aug. 20, 2025, sets a required parking rate of 0.82 spaces per guest room, which yields 148 required spaces; the site plan proposes 221 parking spaces, a surplus of 73. Staff noted the applicant’s submittal includes drainage, utilities, landscaping and irrigation, and provided architectural elevations and context renderings.
Rob Merrill of Cobb Cole, speaking for the applicant, said the team expects to move quickly and that the project meets the PD and land-development requirements. Jared Barbee, director of development for Jury Development, said the developer’s near-term plan for the reserved outparcel is stabilization and landscaping — “seed it, grow grass” — while they recruit a restaurant user who would return with a separate plan for that outparcel.
Resident John Nicholson spoke during public comment and urged the board to pay attention to where hotels locate service and utility areas, saying similar properties along A1A had left unscreened mechanicals and trash storage “right in front.” Planning staff and the applicant responded that trash and service locations for this project were reviewed and are proposed to be screened; staff said the issue had been addressed for this site.
A motion to approve the major site plan (transcript motion text: “I'll make a motion that we approve site plan, major site plan approval, D V 2025296, Terry Plaza Hotel”) was made during the meeting; the motion was seconded and passed unanimously. The board’s recorded tally was four yes, zero no; the minute shows the motion carried.
Next steps identified in the staff presentation include permitting and construction as the applicant pursues tenant plans for the outparcel; the applicant said any restaurant or shared-parking arrangements will come before staff and, as required, return to the appropriate review process when a specific plan is submitted.
