Palm Bay City Council unanimously approved the voluntary annexation of a nearly 33‑acre parcel near the St. John’s Heritage Parkway interchange.
Acting growth management director Althea Jefferson said staff reviewed the proposal and found it would not create enclaves or irregular city‑limit fingers and that utilities, engineering and transportation sections supported annexation. The Planning and Zoning Board also recommended approval. Council approved the ordinance (item 11) on the first reading by voice vote (5–0).
Developer representatives from 4 Star explained the annexation will allow their single‑family subdivision to connect to city water and sewer and to extend the St. John’s Heritage Parkway and Mira Loma Boulevard public right of way. Engineer Jake Wise said the company plans 60‑ and 70‑foot‑wide lots (RS‑3 straight zoning when rezoning is considered) and will design the extension to be built in two lanes now but engineered for four lanes in the future, with stormwater infrastructure sized for future expansion.
The developer noted local amenities within walking distance — including a planned k–8 charter school — and said the project will include linear trails, preserved tree areas and pedestrian connections to nearby neighborhoods. 4 Star representatives described prior infrastructure work in the area: an oversized 20‑inch force main and other utility extensions already installed to support the region.
Council’s approval covered annexation only; staff said the companion comprehensive‑plan and rezoning applications will come back for subsequent hearings if the applicant pursues them. The vote clears the way for the developer to file the city applications that would convert county designations to city zoning and begin detailed engineering of roads, utilities and lots.
Ending: Council voted 5–0 to accept the annexation. Staff said they will coordinate utility extensions, right‑of‑way design and public‑safety planning with the developer as the project advances toward future approvals.
