The Panama City Commission on Sept. 23 approved the low responsive bid for the Baker Court utility and roadway improvement project (SRF project PC25-038).

Bids and award

Staff reported that sealed bids for PC25-038 were opened on Aug. 21 and nine bids were received. ECSC LLC submitted the lowest responsive bid at $2,964,071.12, including additive alternates A and C. The commission approved award to ECSC LLC and authorized an overall contract amount up to $3,112,274.68 to include a 5% contingency. The item passed on a 5-0 roll call.

Project background and funding

Baker Court was identified as an area with aged infrastructure and urgent repair needs; staff said the project will replace utilities and rebuild the roadway. The city plans to use SRF (State Revolving Fund) advanced payment to pay contractor invoices; staff noted SRF invoicing and advance-of-payment procedures will be followed.

Why it matters

The Baker Court neighborhood has experienced long-term water-quality and service problems, and residents urged timely action during public comment. The contract award commits the city to immediate preconstruction and mobilization steps that staff said should improve utilities and roadway conditions for residents in the affected area.
