The Panama City Commission voted 4–0 to accept an unsolicited offer from Dawn N. Blue Brown to purchase the city parcel at 920 Martin Luther King Jr. Boulevard for $145,000 and to enter a purchase agreement with a due-diligence period that will give the buyer time to secure permission under the gateway overlay or other relief needed for the intended use.
Blue Brown addressed the commission during audience participation and said she intends to relocate her business (a locally operated business) a short distance to the city-owned parcel on MLK Boulevard. She requested administrative relief from the gateway overlay requirements or alternative compliance because overlay standards would substantially increase her building costs for the move.
The commission and staff discussed alternatives: (a) a variance/process for a specific use at this location; (b) an amendment to the gateway overlay to clarify which uses and improvements must comply and where exemptions are appropriate; or (c) CRA/DIB incentives to cover some overlay-related costs. Staff recommended executing a purchase agreement with an adequate due-diligence window so the buyer can pursue the necessary zoning or overlay relief while the city coordinates CRA/DIB participation.
The commission approved the sale and directed staff to work with the buyer to identify the quickest path to allow the intended business, to involve the CRA/DIB for potential incentive support, and to coordinate any zoning or overlay amendment or variance process. The motion passed 4–0.
Separately, commissioners reaffirmed support for the gateway overlay in general and instructed staff to review narrow code tweaks to address practical maintenance and compliance concerns; the commission asked staff to bring draft language and outreach to stakeholders before any change is final.
