Staff recommended approval of the one-year agreement (with a 30‑day termination clause) after receiving an unsolicited request from Elevation Life Church, which purchased the neighboring Centerview Presbyterian Church property. The agreement does not transfer ownership; it grants temporary access and requires the church to maintain the parcel to reduce blight and improve the corridor.
The motion passed 5–0. Staff noted that either party may terminate the agreement on 30 days’ notice, and the CRA will monitor maintenance. The parcel, previously purchased by the CRA to advance redevelopment goals in the St. Andrews District, will remain available for future redevelopment, and the board said short-term community use will keep the property maintained in the interim.
