Planning Commission forwards zoning change for 13.89-acre city parcel at 500 Fourth Street East for institutional use

The City of Winter Haven Planning Commission on Oct. 7 recommended approval of case PD-25-32 and PD-25-33, a request by the City of Winter Haven to assign Institutional future land use and Public Institutional (PI) zoning to an annexed 13.89-acre parcel at 500 Fourth Street East in the Juanita area.
Senior planner Heather Reuter told the commission the parcel, annexed July 28, 2025, was purchased by the city in January 2025 for future use by the city’s water department. Reuter said the parcel is adjacent to the city’s wastewater treatment plant and that staff has no current development plans for the site. Because the request is a small-scale future land use amendment, she said it did not require review by state agencies at this stage. Reuter recommended the commission forward the request to the City Commission for final action.
No members of the public spoke on the item, and commissioners moved and seconded the recommendation. The commission approved forwarding the Institutional future land use designation and PI zoning to the City Commission for final consideration.
