The Fulshear Development Corporation approved a contract scope to update the citys economic development strategic plan on Oct. 20, voting to fund the work up to $75,000 and asking staff to invite the A board to split costs if possible.
Staff presented a scope of work from TIP Strategies that would update the 2019 plan, add workshops (in-person or virtual) and prepare a refreshed set of priorities and a scorecard. Staff said the A board voted to table the item until after the city council redistricting election in May 2026 so that newly elected council members could participate in the workshops. Several B board members argued the process should start now or at least be approved so work can begin immediately and be ready when a new council is seated.
After discussion, a board member moved to approve the TIP Strategies proposal with a budget not to exceed $75,000 and the motion was seconded. The board approved the motion by voice vote. Staff noted there is an approximately 180-day expiration on the consultants quote and that A board participation would reduce the net cost to each board if they join.
Staff said the $50,000 base scope covers the main update and that the $75,000 ceiling permits optional in-person workshops or virtual additions if the board later decides to add them. The board directed staff to ask the A board at its next meeting whether it will participate in the cost-sharing and to return with next steps for contracting and kickoff scheduling.
