The League City Planning and Zoning Commission voted to recommend that City Council approve Special Use Permit SUP250013 to allow a Home2 Suites residence-hotel on 2.0159 acres along the north side of Pinnacle Park Drive, about 250 feet east of Brookport Drive, adjacent to the Fairfield Inn and Suites and south of the League City ballpark.
Staff presented the application and site materials and recommended approval with conditions that limit the use to a residence-hotel and require the site layout to be substantially similar to the plan shown to the commission. The staff recommendation also included amenity requirements (an outdoor pool and a rooftop garden were shown in the packet), Water Smart landscaping standards, screening of mechanical equipment and a single monument freestanding sign with a base matching the principal building.
Vince (city staff) said the property is zoned Commercial Mixed Use and that the residence-hotel use is permitted in that district with an SUP. He also confirmed the proposed footprint and elevations shown in the packet and said the project “will be located adjacent to the Fairfield Inn and Suites, and it is south of the ballpark.”
Questions from commissioners focused on scale, ownership and parking. City staff said the proposed hotel would have 88 rooms. Commissioners asked whether the Fairfield Inn and Suites and the proposed Home2 Suites were co-owned; staff deferred ownership details to the applicant. The applicant, identified in the meeting as Mr. Patel, told the commission the Fairfield had averaged about 74–75% occupancy last year and “this year, it was just under 70.” Mr. Patel said the Home2 Suites will target somewhat different demand because of kitchenettes and other amenities used by guests staying multiple days.
Staff and the applicant told the commission the project did not meet the standalone parking requirement but would rely on a documented shared-parking agreement with the adjacent Fairfield Inn and Suites. Staff said that shared-parking agreement would be recorded with the county and run with the properties so it remains on the title if ownership changes.
Commissioner Joel Dickerson moved to recommend approval; Commissioner James Waguesbach seconded. The chair called the question and the motion carried.
The commission’s recommendation will be forwarded to City Council for consideration at a future meeting.
