The Rockwall City Council unanimously approved on Oct. 20 a specific-use permit (Z2025-065) permitting a retail store with gasoline sales and a canopy capable of supporting up to four pumps (eight dispensers) at the southwest corner of FM 549 and State Highway 205.
Staff briefed council that while a retail store with gasoline sales of up to two pumps is permitted by right in the general retail district, facilities with more than two pumps require an SUP. The property was previously the site of an earlier SUP that expired; the applicant refiled with an updated concept plan that includes a 5,600-square-foot store and a fuel canopy with potential for four pumps. Planning staff noted two nearby developments: the Southside Hills residential subdivision under development southwest of the site and an approved 7-Eleven at the adjacent intersection.
Architect Phil Craddock and property owner Dan Bobst said the project will adhere to the general overlay district standards by agreement, and the applicant consented to screening and vent-location conditions. "So this is the gas station on the corner ... the intent is to follow with the overlay district to kinda get all those requirements in there," Bobst said. Staff listed proposed conditions including adherence to overlay standards, screening for fuel vents in the canopy, and a three-tiered bermed screen between the station and the residential parcel to the south.
Councilmember Lewis moved and Mayor Pro Temmuller seconded approval; the motion passed 6-0 (recorded as unanimous in open session). One property owner south of the site returned a notice in opposition during the public-notice period; staff said the opposition related to light concerns, which the SUP conditions and site plan review will address.
