The Rockwall City Council unanimously approved a specific-use permit on Oct. 20 that allows a single-story, 3,073-square-foot home to be built on a 0.16-acre infill lot at 902 Aluminum Place adjacent to the Park Place subdivision.

The action on case Z2025-063 follows a 7-0 Planning & Zoning recommendation and staff review finding the proposed home's size, location and elevations comparable to existing homes in Park Place. Planning staff said the subdivision qualifies as an "established subdivision" under the Unified Development Code because it was recorded in 2005, contains more than 92 lots and is more than 90% developed.

Applicant TJ Mutchison, identified himself to council and said the project is a single-family residence with a 4-3-2 layout. "Building a 4 3 2 single family home," Mutchison said when asked to describe the project. Councilmember Campbell moved to approve; Mayor Pro Temmuller seconded, and the ordinance passed unanimously.

Staff told council the home meets applicable zoning standards without deviations and the packet included a housing analysis comparing adjacent homes. The council's approval was accompanied by the standard SUP ordinance language and a not-to-exceed fine for violations. No members of the public testified in opposition at the hearing; staff reported one returned notice in opposition during the public-notice period but did not identify the author during the meeting.
