At the Housing Advisory Committee meeting on Oct. 20, 2025, Angelita Palma, National City Housing Authority community development manager, outlined resident resources including recurring office hours, state-funded assistance for homeowners affected by the 2024 floods and leasing plans for the Union Tower affordable housing development.
Palma said the Housing Authority holds office hours the first Tuesday and the third Wednesday of each month from 5 p.m. to 7 p.m.; the first Tuesday sessions are at City Hall and the third-Wednesday sessions are at another city facility. Staff and contracted housing resource officers (the city currently contracts with Community Solutions Alliance / CSA San Diego County) will be present to answer general housing-related questions and provide referrals. Palma said homeowners affected by the 2024 floods may qualify for mortgage-assistance payments of up to three months through programs administered by the California Department of Housing and Community Development (HCD). She said the HCD assistance and forthcoming rehabilitation programs are being offered on a first-come, first-served basis and encouraged affected homeowners to sign up on the state website to receive notifications.
The housing manager also reported that the Union Tower Apartments (address reported as near 2320 Third and D/F Streets in the staff presentation) were at roughly 77% construction completion and would be leasing up soon under a local-resident preference posted on the Housing Authority web page. The Housing Authority said it is coordinating with the development and property-management team (identified in the meeting as Haider) to post a project web page with leasing details and to notify the Housing Advisory Committee as leasing opens.
Committee members thanked staff for the expanded office hours. Committee member Kosterlitzky asked whether the Housing Authority coordinates with the American Red Cross for emergency sheltering during floods and fires; Palma said the city “works at arm’s length” with the Red Cross during emergencies and that the city’s Emergency Operations Center, staffed by multiple departments and the Fire Department, coordinates disaster responses. Committee member Armenta praised Palma’s outreach and transition work in the department.
These announcements were oral (Item 3 on the housing-advisory agenda); staff had asked to present them before other agenda items and then returned to Item 3 to provide the update. No formal committee action was required for the announcements; the committee later approved its 2026 meeting dates and the minutes of prior meetings in separate procedural votes.
