Lima City Council voted 8–0 on Oct. 20 to pass an ordinance on first reading rezoning 1307 Saint John's Avenue from Class 1 to Class 3 residential to permit use of the property as a community resource center.
The rezoning petition was initiated by Emmanuel Curtis and endorsed by the City Planning Commission, the public notice stated. At the council meeting Curtis was not present; the mayor and several councilors described the site as a future location for My Brother’s Keeper/MBOK and Jenga programming that provides mentoring and workforce skills for middle‑ and high‑school students.
Mayor [named in transcript as 'Madam mayor'] and councilors said the property will support after‑school mentoring, trades instruction and related services — activities the council has supported previously with community‑development resources. The mayor told council that MBOK programs had previously been housed at the Bradfield Center and that the proposed location would better align with services for older youth.
Councilor Thompson moved to pass the ordinance on first reading; a second was recorded and the clerk called the roll. The ordinance was adopted on first reading by an 8–0 vote.
The meeting record lists parcel number 47‑0612‑02‑007 as the affected parcel and notes that maps and related documents are on file with the clerk. The public‑hearing notice included in the meeting material identified the rezoning hearing for Oct. 20 at 7 p.m. at Lima Municipal Center.
Councilors who spoke during discussion emphasized the mentoring and job‑skills components — HVAC, plumbing and building trades — and urged continued council support for youth services.
