Lake County reviews draft 2026 legislative program; adds volunteer lakes monitoring and items to monitor

Lake County staff presented the draft 2026 legislative program at the Oct. 7 Legislative Committee meeting and walked members through existing priorities and several new items the staff recommend the county sponsor or watch.
Content and priorities: Matt, staff lead on the program, said the program retains prior guiding tenets and includes state initiatives the county has historically sponsored: changes to the Freedom of Information Act to curb vexatious requests; PTAB hearing locations; the Illinois Homes Tax Credit Act concept; increased funding for local health-protection grants; and monitoring ad hoc task-force recommendations related to missing-middle housing. He said the program also continues prior county positions on certain gun-safety proposals the committee supported in earlier years.
Added items and monitoring requests: The committee agreed to add three new concepts to the items-of-interest list: (1) volunteer lakes monitoring funding (to restore an Illinois EPA grant that paid roughly $30,000-$40,000 annually to support volunteers who sample for blue-green algae/cyanobacteria); (2) monitoring Route 53 Greenway discussions among IDOT/IDNR/Forest Preserve agencies; and (3) solar access protections and related bills (staff to research statutory language and reporting responsibilities).
Minutes and administrative actions: The committee approved the destruction of certain old executive-session recordings from a predecessor committee, a separate administrative motion the body passed by motion and second.
Next steps: Staff will revise the draft legislative program based on today—s feedback, circulate a revised draft and return to the committee next month for final adoption. Matt said the county will seek sponsors for items the committee wishes to actively sponsor and will otherwise monitor bills that align with county priorities.
