Lake County commissioners approve multiple waterline contracts, appropriations and routine finance measures

At a regular meeting the Lake County Board of Commissioners approved a series of resolutions including engineering agreements and a water-supply arrangement with Ashtabula County, bid awards and multiple appropriations and transfers; all recorded motions carried unanimously.
At its meeting the Lake County Board of Commissioners approved a package of resolutions covering road and water projects, appropriations, contract awards and routine finance items. All recorded motions were adopted by voice vote.
The measures approved included a resolution approving plans and specifications for the LAK February Overlay Project (PID 121606; LCE project number 2020One-six) in the Village of Fairport Harbor and the City of Painesville and advertising for bids with a bid opening set for May 28, 2025. The board approved execution of engineering agreements for two waterline replacement projects: an agreement with Steven Hovancic & Associates, Inc., for the Mentor Avenue Waterline Replacement Project (April W 2025) and an agreement with Euthenics Incorporated for the Rockefeller Road Waterline Replacement Project (490W2025). The board also approved execution of a water supply and infrastructure agreement that will allow Ashtabula County to provide water service to an area across the river from Lake County (see separate article).
Other actions approved included an increase in appropriations in the Lake County Department of Utilities Sewer Fund to refund receipts to Madison Village; an intra-departmental transfer of cash for principal and interest payments due in June 2025; award of a construction contract to Davis Diggers, Inc., for the Union Street Waterline Replacement Project in the amount of $206,296.89; certification of unpaid water and sewer sums and administrative charges to the Lake County Auditor; and a labor agreement between the Lake County Department of Job and Family Services and the Communication Workers of America, AFL-CIO (local referenced in the record).
Financial and administrative items adopted without substantive debate included approval of Job and Family Services vouchers in the amount of $94,935.05; authorization for the use of a county credit card by the Lake County Auditor's Office and the Information Technology Department in accordance with Section 301.27 of the Ohio Revised Code; approval of payment of bills totaling $697,003.33; approval of purchase orders totaling $365,551.42; and several non-general-fund appropriation increases and transfers. The board also approved changing the start time of the May 8, 2025 meeting to 2:00 p.m.
All resolutions and motions on the agenda were moved, seconded and carried by voice vote (recorded as “Aye”/“Yes” from the three commissioners present).
