Lake County’s Public Works and Transportation Committee approved a joint resolution on Oct. 8 awarding a construction contract to Campanella & Sons Inc., Wadsworth, for intersection improvements including roundabouts at Russell Road with a bid amount discussed at the meeting. The committee appropriated $8,830,000 of county option motor fuel tax funds for the project.

Staff said the project’s design began in 2019, included two public meetings, and concluded that roundabouts were the preferred solution. Utility work will start in winter, each roundabout will require a 90‑day closure during construction, and most work is scheduled for next year. County staff reported close coordination with Kenosha County and Pleasant Prairie where cross‑border land acquisition and utility relocation required coordination; Wisconsin partners took on voluntary acquisition and paid for associated costs in that jurisdiction.

The committee also approved Change Order No. 3 for the associated Phase‑2 engineering services, adding $53,379 to cover extra engineering time for utility relocations in Wisconsin, detour plan iterations with WisDOT and IDOT, and additional construction oversight.

Outcome: Both the construction contract and the engineering change order were approved by the committee.
